[法规草案] WTO于2025年4月9日通报了一份关于新西兰外部电源供应器的文件。
针对外部电源供应器 (EPS) 提出的政策选择将提高其能源效率并确保低效产品不会在新西兰供应。
通报的咨询文件提出了以下政策选择:
• 提高最低能源性能标准(MEPS)。
• 扩大所涵盖的外部电源范围。
• 参考国际测验标准。
On 09 April 2025, New Zealand published a WTO document about External power supplies.
The proposed policy options for External power supplies (EPS) for supply (sale, lease, hire, or hire-purchase) will improve their energy efficiency and ensure that inefficient products are not available for supply in New Zealand.
The notified consultation document presents policy options to:
• Increase the Minimum Energy Performance Standards (MEPS).
• Widen the scope of external power supplies covered.
• Reference international test standards.
Three MEPS levels are considered in the consultation document:
• International Efficiency Marking Protocol (IEMP) III (current MEPS)
• International Efficiency Marking Protocol (IEMP) VI
• US levels, proposed International Efficiency Marking Protocol (IEMP) VII
Widening the scope considered in the consultation document:
• Include USB Power Delivery devices which automatically change their output voltage depending on the External Power Supply end device.
The international test standards considered are:
• EN 50563:2011+A1:2013 External a.c. – d.c. and a.c. – a.c. power supplies – Determination of no-load power and average efficiency of active modes.
• United States Code of Federal Regulations, Title 10, Part 430, Subpart B, Appendix Z Uniform Test Method for Measuring the Energy Consumption of External Power Supplies.
